I.Guiding Ideology

Implementing the work plan of the construction of the East Asian Marine Cooperation Platform (EAMCP) of the State Council and the Shandong Provincial Government, aiming to powering the maritime power strategy, starting from developing a new situation of China's diplomatic cooperation in East Asia, and makeing full use of the China-ASEAN (10 + 1) cooperation foundation, clearing the main channel for cooperation between China, Japan, South Korea and ASEAN (10 + 3), building the East Asian Marine Cooperation Platform, promoting multi-level international pragmatic cooperation in the maritime field in East Asia and ASEAN regions, and building a maritime cooperation cultural point of “the Belt and Road”.

EAMCP is cored with Qingdao City in Shandong Province, taking advantages of marine economy, scientific research and talents, establishing the EAMCP headquarter in the West Coast New Area of Qingdao, preparing for the establishment of a marine cooperation exchange center, building a demonstration zone and a pilot zone for marine economic cooperation, and gradually expanding the platform radiation scope, driving surrounding cities and even provinces to carry out in-depth cooperation in the fields of marine economy, science and technology, environmental protection, disaster prevention and mitigation, talents and culture, etc., enhancing mutual trust, maintaining marine peace in East Asia and surrounding areas, contributing to the prosperity and development of the marine economy, promoting win-win cooperation, and realizing the integration of the marine economy in East Asia.

II.Basic Principles

Play the leading role in the construction and operation of the platform, actively attract the participation of ASEAN countries, Japan and South Korea, establish and improve communication and consultation channels and cooperation and exchange mechanisms.

Actively expand the opening up in the marine field, strengthen mutually beneficial cooperation with other countries, fully play respective advantages, to achieve harmonious and mutual development.

Adhere to joint construction of central and local, focuse on mobilizing the enthusiasm and initiative of Shandong Province and Qingdao City, to ensure the smooth completion of EAMCP construction tasks.

Focus on the areas and forms of cooperation differently by distinguishing different partners, step by step, take the lead in launching bilateral cooperation projects that have reached consensus with some countries and are easy to operate in scientific and technological exchanges, environmental protection, education and training, etc., gradually explore multilateral cooperation with (10+3) countries, to drive the development and upgrading of EAMCP.
