Recently, the First Institute of Oceanography of Ministry of Natural Resources of the People’s Republic of China organized an expert consultation on Planning Outline of Shandong Coastal Zone Protection and Utilization and Special Planning Outline of Qingdao Coastal Zone at Qingdao, Shandong. The expert consultation group consists of 12 experts from Ministry of Natural Resources, Ministry of Ecology and Environment, Ministry of Water Resources, Ocean University of China, Tsinghua Tongheng Urban Planning and Design Institute, Wuhan Planning & Design Institute,China Land Magazine, etc., reviewed and approved the two planning outlines.
At the meeting, staffs from First Institute of Oceanography reported on the progress of experimental work. Based of the spirit of CPC Central Committee and the Sate Council's Guidelance on the Establishment and Supervision of the Implementation of Land and Space Planning System, and aims to explore the establishment of coastal zone planning and management system on the premise of ecosystem and land and sea coordination. The formulation of the plan adheres to the problem-based and goal-based orientation, and in-depth studies include the followiong topics: water resource balance of the coastal zone, the response to typical ecological problems of the coastal zone, access and plan of the marine ranch, coastal zone industry land and sea "dual retreat and dual control" management mechanism, the optimization of the stock land use of the industrial park in the coastal zone, distribution of "Three Fields and One Channel" in the Yellow Sea and Bohai Sea Region, the annual utilization plan of the marine space and requirements for coastal space management, etc. It also made specific reports in terms of the central government's attention, national positions, domestic and foreign planning practices, key issues in China’s coastal zone, pilot work plans, etc.
The task group made a brief introduction of the compilation of Planning Outline of Shandong Coastal Zone Protection and Utilization and Special Planning Outline of Qingdao Coastal Zone. Based on the analysis of the current coastal zone protection and development in Shandong Province, Planning Outline of Shandong Coastal Zone Protection and Utilization objectively analyzes the opportunities and challenges of coastal zone development. It also puts forward that the Planning Outline must adheres to the development concept of land and sea coordination, zoning management and ecological priority concept. The Planning Outline is focused on the intensive and economical utilization of coastal resources, the construction of coastal ecological barrier, the transformation of new and old kinetic energy of marine industry and the creation of high-quality coastal human settlements. Obviously, the meeting makes a new exploration for scientific formulation of coastal zone protection and utilization strategies.
Special Planning Outline of Qingdao Coastal Zone aims to create a global marine center city and build a world-class coast. It puts forward a space control system, including natural shoreline retention rate, intertidal zone comprehensive management and control, building retreat and river control system, control the use of natural ecological units in the coastal zone to the land side, etc. The experts agreed that the two planning outlines are guided by President Xi's new era of socialism with Chinese characteristics, adhere to the problem orientation and goal orientation, meet the requirements of CPC Central Committee and the Sate Council's Guidelance on the Establishment and Supervision of the Implementation of Land and Space Planning System and Notice of the Ministry of Natural Resources on the Comprehensive Development of Land and Space Planning.
Both of the 2 planning outlines are approved by the experts team. It is advised to sent to relevant authorities after further modification, and be the reference for the next step preparation of the coastal zone planning. It is hoped that the preparation team will further clarify the planning positioning and objectives, and sort out the relationship and content between the provincial and municipal planning levels.
