On June 28, 2023 East Asia Marine Cooperation Platform Qingdao Forum with the theme of "Harmonious Coexistence in the Ocean Decade" was opened in Qingdao West Coast New Area. More than 400 guests including marine experts, economists and entrepreneurs from more than 30 countries and regions around the world attended. At the opening ceremony, Qingdao Initiative of "Ocean Decade" was officially released, Shandong Marine Scientific and Technological Achievements Transfer and Commercialization Center (Innovation and Entrepreneurship Community) and "Ocean Decade" International Ocean Scene Innovation Cooperation Center were unveiled, and were awarded "Zero Carbon Conference" and Carbon Neutrality Certificate.

The forum focused on "Healthy and Resilient Ocean", one of the seven visions of the "Ocean Decade", focusing on the achievements of high-quality development and international cooperation in China's marine field, exchanging international experience and technological achievements in the field of healthy ocean and sustainable development, promoting Chinese programs and typical cases of marine ecological civilization and sustainable development, promoting the construction of green, low-carbon and high-quality development pioneer areas in Shandong Province, and making China's contribution to building a community of marine destiny.

Peter Thomson, Special Envoy of the UN Secretary-General for Ocean Affairs, Ma Xinmin, Director of the Department of Treaty and Law of the Ministry of Foreign Affairs, Jiao Nianzhi, Academician of Chinese Academy of Sciences and Head of ONCE International Science Program, and Jiang Guodong, Party Secretary and Chairman of Shandong Marine Group Ltd., delivered keynote speeches on "improving the relationship between human beings and nature, striving to achieve sustainable development goals", "improving global ocean governance, promoting the coexistence of people and seas", "ONCE International Science Program" and "Shandong Practice Towards the Far-reaching Sea"
